Tony Arcadi Joins growth[period] as Strategic Client Advisor

With 28 years of federal technology leadership spanning the U.S. Department of the Treasury and U.S. Department of Justice, Mr. Arcadi joins growth[period] to support clients navigating federal IT modernization, AI adoption, and cybersecurity strategy.

Mr. Arcadi most recently served as Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) at the U.S. Department of the Treasury, where he provided governance and strategic oversight for $8 billion in IT spend across Treasury’s bureaus, directed a $500 million departmental IT budget, and led 375 employees and 1,000+ contractors across 650 locations. During his tenure, he spearheaded Treasury’s AI governance framework, architected Treasury Cloud, and enhanced cybersecurity posture across 300,000+ endpoints, earning three consecutive Congressional FITARA Awards for IT and cybersecurity improvement and two Secretary’s Awards for distinguished and meritorious service. Earlier in his career at the U.S. Marshals Service, he led IT recovery operations following 9/11 and Hurricane Katrina, earning the Director’s Distinguished Service Award.

Mr. Arcadi attended Brooklyn College in New York, where he studied economics and computer science.

Bill Menner Joins growth[period] as Strategic Client Advisor

With extensive experience as an economic developer and federal agency leader, Mr. Menner joins growth[period] to support clients navigating the intersection of federal programs, rural development, and community investment. 

Mr. Menner most recently founded The Bill Menner Group, an Iowa-based consulting firm specializing in rural development initiatives, community-based infrastructure, housing, and healthcare, serving clients including USDA Rural Development, the Iowa Rural Health Association, and the Iowa Housing Partnership. Prior to that, he served as Iowa’s State Director of USDA Rural Development under the Obama Administration, overseeing more than $5 billion in loans and grants invested in rural Iowa communities between 2009 and 2017 across housing, community facilities, energy, and business development. Earlier in his career, he served as Executive Director of Poweshiek Iowa Development, coordinating economic development efforts across Poweshiek County, and began his professional career with 15 years as a public radio reporter covering government and politics in Ohio and Iowa. 

Mr. Menner holds a BA in Journalism and an MA in Political Science from Ohio State University.

growth[period] Expands Advisory Team with Addition of Daniel Lockert

Mr. Lockert joins growth[period] with 33 years of senior military and defense leadership experience and will support clients navigating the defense and federal markets, leveraging his expertise in depot maintenance, supply chain management, and defense logistics.

Mr. Lockert most recently served as Chief Operating Officer of the Aircraft Maintenance Group at Oklahoma City Air Logistics Complex, Tinker AFB, overseeing programmed depot maintenance across a broad range of military aircraft. Prior to that, he served as Site Commander and COO for Defense Logistics Agency (DLA) Aviation at Ogden Air Logistics Complex, managing $8 billion in stocks supporting overhaul and repair for 500 aircraft, and as Aircraft Maintenance Group Commander at Little Rock, leading 1,800 personnel maintaining 52 C-130 aircraft. Earlier in his career, he developed integrated lifecycle management policy for the U.S. Air Force at the Pentagon and supported strategic logistics planning for the U.S. Indo-Pacific Theater.

Mr. Lockert holds a Master’s in National Security and Strategic Studies from the U.S. Naval War College and a B.S. in Business Administration from Auburn University.

Based out of growth[period]’s Virginia office, Mr. Locket will draw from over 29 years of distinguished federal service spanning the Federal Bureau of Investigation (2012–present), United States Secret Service (2000–2012), United States Army Reserve (2011-2012), and United States Marine Corps (1996–2000) to advise and work with clients on strategic approaches for growth and development.

Lockett currently serves as a Supervisory Special Agent at the FBI, where he provided operational and administrative guidance on complex criminal, counterterrorism, and counterintelligence matters. He is a certified Crisis Management Coordinator, Emotional Intelligence Leadership Instructor, and Adjunct Faculty member for the FBI, with additional expertise in tactical leadership, surveillance, and critical incident response. His prior assignments include serving in the Presidential Protection Division, where he was responsible for devising and executing tactical security plans for high-level domestic and international events. Mr. Lockett is a certified firefighter, HAZMAT responder, and former nationally registered tactical paramedic. He holds a Master of Arts in Intelligence and a Bachelor of Arts in Homeland Security and Emergency & Disaster Management from American Public University and has been recognized with numerous commendations, including the Presidential Support Badge and the Navy and Marine Corps Achievement Medal.
