February 2014: Mr. Kwolek joins NSAWW after a long and distinguished career with the National Geospatial-Intelligence Agency and the Department of Defense bringing extensive geospatial intelligence, program management, acquisition and budget expertise.
Previously, Mr. Kwolek served over three decades with the National Geospatial-Intelligence Agency (NGA) and its predecessor agencies, retiring as a Senior Executive. His most recent assignment with that agency was as the Deputy Director, NGA Defense-Pentagon where he developed strategic plans transitioning customers from hardcopy and media to a digital environment for combat support, intelligence, and humanitarian assistance/disaster relief. Prior to Deputy Director , Mr. Kwolek was the Interim Deputy Chief Information Officer for the NGA where he served as Geospatial Information Executive representing the DoD and NGA on Geospatial issues and was responsible for leading IT Strategic Planning, IT Policy development, IT budget, and Cyber Defense. He also held a two year Federal advisory position with National Geospatial Advisory Committee for Department of Interior Director.
Prior to Interim Deputy CIO, Mr. Kwolek was the Deputy Director Mission Manager for the National Counter Terrorism Center (NCTC) within the Office of the Director of National Intelligence. Here, he oversaw development of Counterterrorism Intelligence Plan (CTIP) for integrating community support and evaluating performance against its goals and objectives.
From 2004-2008, Mr. Kwolek was the Director of Information Services for NGA where he led a large organization of civilian, military, and contract employees for operations and integration of the agency’s Dissemination Program. The organization was responsible for disseminating a wide variety of imagery and geospatial intelligence on numerous platforms, domains, and media.
Mr. Kwolek holds a Master of Sciences in National Resource Management and DoD Sr. Acquisition Program from the National Defense University, Industrial College of the Armed Forces and a Master of Sciences in Technology Management/Information Systems from the University of Maryland University College. Mr. Kwolek also received his Bachelor of Sciences in Geography/Cartography/Photogrammetry from the Pennsylvania State University.
